A developer's salary is the number everyone compares. In Dubai, it is only the first line of a long bill: a visa, insurance, gratuity, a desk and weeks with an empty seat while you search. In Chennai, the salary line is lower, but you still have to manage, secure and keep a remote team. This guide puts both bills side by side, so you compare the whole cost and not just the payslip.
The short answer
For a long-term team of ten or more engineers, an offshore development center in India usually costs less to run than the same team hired in Dubai. For a handful of client-facing or on-site roles, hiring in Dubai is often the better call. The right answer depends on the roles, the data you handle and how long you need the team.
What a Dubai hire really costs
- Salary and allowances. Dubai packages often add housing and transport allowances on top of basic pay.
- Visa and Emirates ID. Every hire needs an employment visa, a medical test and an Emirates ID, and all three need renewing.
- Health insurance. Since 1 January 2025, private sector employers in every emirate must arrange basic health cover before a residency permit is issued or renewed.
- End-of-service gratuity. Under UAE labour law, staff with a year or more of service earn 21 days of basic wage for each of the first five years and 30 days for each year after, capped at two years' wage.
- Annual leave. 30 calendar days a year once the first year is done.
- Desk and kit. Office space, laptops, licences and IT support.
- Time to hire. Weeks or months with an empty seat, plus agency fees if you use one.
What an offshore development center in Chennai costs
Engineering salaries in Chennai sit well below Dubai levels for the same skills. The on-costs are different, too.
- Statutory contributions. Indian employers pay provident fund contributions and gratuity.
- The new labour codes. India's four labour codes took effect on 21 November 2025. Basic pay must now be at least half of total pay, which lifts provident fund and gratuity costs. Fixed-term staff qualify for gratuity after one year instead of five.
- Office and security. Secure seats, managed laptops, access control and network protection.
- Management. Team leads, HR, payroll and compliance.
- The partner fee. With an ODC partner, most of these sit inside one monthly fee per engineer.
The costs that never make the spreadsheet
These are the lines that decide whether offshore delivery saves money or burns it.
- Knowledge transfer. Allow a few weeks for the new team to learn your product and your way of working.
- Time zones. Chennai is 90 minutes ahead of Dubai, so both teams share almost the whole working day.
- Attrition. Good engineers get offers. Career paths, fair pay and good leads keep a team together.
- Your own time. Someone on your side still owns the roadmap and sets the priorities.
- Security and IP. The contract must give you the code and data from day one, with access controls to match.
Side by side

| Insurance and benefits | Mandatory health cover arranged by the employer | Handled by the ODC partner in line with Indian law |
| End of service | UAE gratuity: 21 days a year for five years, then 30 | Indian gratuity and provident fund under the new labour codes |
| Office and kit | Your office, laptops and licences | The partner's secure delivery centre |
| Hiring | Your time, or agency fees | The partner sources and vets candidates |

When hiring in Dubai is still the right call
- Roles that face your clients every day or must be on site.
- Data that rules or contracts require to stay in the UAE.
- Leadership roles that shape the team and its culture.
- Short projects where onboarding an offshore team would take longer than the work.
When an offshore development center wins
- You need ten or more engineers for a year or longer.
- Your roadmap is steady and well defined.
- You want to own the team, the code and the know-how, not rent them project by project.
- You may want to bring the centre in-house later through a Build-Operate-Transfer model.
How to run the numbers in five steps
- List the roles and seniority you need for the next 12 to 36 months.
- Get current salary benchmarks for both markets. For Dubai, Tuscan Consulting's UAE salary guide 2026 is a good place to start.
- Add every on-cost from the lists above to each option.
- Add the transition: knowledge transfer, travel and your own management time.
- Compare the three-year total, including what it costs to scale down or exit.
